This position is eligible for the 5% IT supervisor premium in addition to the listed compensation.


This full-time position, based in Olympia, offers a flexible remote arrangement. You’ll primarily work remotely, with occasional in-person requirements for meetings, collaborative projects, training, and other meaningful interactions. Your supervisor will work with you to determine schedule and telework arrangements.



The ideal candidate for the Senior DevOps Engineer-Supervisor (IT Application Development Senior Specialist) position is a seasoned technology leader with a deep understanding of DevOps principles and a passion for public service. They bring extensive experience in automating software delivery pipelines, managing cloud infrastructure, and driving operational excellence across development and IT teams. With a strong background in CI/CD, Agile methodologies, and software-defined infrastructure, this individual thrives at the intersection of innovation and reliability—ensuring that the Paid Family and Medical Leave and WA Cares programs are supported by scalable, secure, and high-performing systems.



This candidate is not only technically proficient in languages such as PowerShell, C#, .NET, MVC, HTML5, JavaScript, and T-SQL, but also excels in leading cross-functional teams through complex deployments and troubleshooting efforts. They are adept at release and configuration management and understand how to maintain critical integration points between applications and services like network, security, and infrastructure. Their leadership style fosters collaboration, continuous improvement, and a culture of accountability, ensuring that both internal and external users experience consistent system availability and performance.



Above all, the candidate will be a strategic thinker and a collaborative partner who works closely with the DevOps Architect and other Leave and Care Technology (LCT) leaders to shape the Leave & Care product roadmap and technology vision. With a strong sense of ownership and a drive to deliver impactful solutions, this individual is ready to lead the DevOps team in supporting the rollout and ongoing operation of vital statewide programs.

Duties


Lead LCT DevOps. This includes:


  • Provide direct supervision of DevOps team, establish position objectives and expectations

  • Effectively mentor, train, coach, counsel, and motivate staff to achieve consistently high performance

  • Ensure that supervised staff have the information, resources, and authority to complete assignments and meet documented expectations

  • Ensures all members of the DevOps team are cross trained and fully able to support system issues or outages

  • Leads and/or participate in agency- and/or state-wide DevOps workgroups, initiatives and/or communities of practice

  • Provides DevOps representation within the LCT technology organization


Design, plan and deliver high availability Production infrastructure, services, system monitoring and documentation through DevOps principles and best practices


  • Automate DevOps procedures where applicable through software defined networking and infrastructure as code

  •  Design create and maintain automated build and release pipelines

  •  Design technical environments and software tools for development operations


Design, build and maintain development, test and other environments to support LCT teams, systems and infrastructure. This Includes: 


  • Support all LCT environments through system monitoring, issue and outage notifications, overnight and daily batch processing, running special jobs (ad hoc), data fixes, applying permissions, upgrading and patching 


  • Design, implement and maintain redundancy within complex production systems across multiple servers or cloud resources


  • Ensure proper load balancing for all production hosts for system efficiency

Qualifications



  • Eleven (11) years of progressive IT experience* developing and implementing methods and processes for managing IT projects, products, systems and processes. 


  • OR A bachelor's degree in computer science, information technology or a closely related field and seven years of progressive IT experience* in information technology that includes software architecture, software development, computer programming and/or software systems administration. 


  • OR An equivalent combination of IT related education and/or relevant, progressive professional IT experience* equal to eleven (11) years


 *Qualifying professional IT experience is defined as experience in one or more of the following IT disciplines: IT Consulting, Architecture, Application Development, DevOps Engineering, Cloud Engineering, Production Systems Administration, Release Management and/or other experience as listed below.


  • Demonstrated skills in PowerShell and/or C#


  • Systems security skills - knowledge of systems security issues


  • Demonstrated knowledge with Azure Cloud systems (Azure Functions, App Service, App Insights, Azure SQL, Azure Storage), modern Windows server operating systems, IIS, and troubleshooting methodologies.


  • Demonstrated knowledge of VSTS/Azure DevOps

  • Will frequently work outside normal business hours in support of production deployments
