Infrastructure as Code (IaC) Module Developer - Terraform Enterprise

THIS POSITION IS CONTINGENT UPON SUCCESSFUL CONTRACT AWARD. We are interviewing now and expect to move quickly as the program progresses.

MUST-HAVE REQUIREMENTS

Please read these before applying. These are contract requirements, not preferences, and we can't move forward with candidates who don't meet them.

- U.S. citizenship. No visa sponsorship, now or in the future. No C2C or third-party submissions.
- An active HashiCorp certification (Terraform Associate or higher) PLUS at least one active cloud platform certification (AWS, Azure, GCP, or OCI). Candidates actively pursuing a required certification may be considered, with hiring contingent on successful completion.
- 1-3 years minimum building reusable IaC modules consumed by other teams, with semantic versioning and a defined release process. This specific work, not infrastructure automation generally.
- Module development experience across cloud, container, and virtualization platforms. Depth in one or two with working exposure to the others is fine; tell me where your strengths are.
- 3+ years in DevOps, cloud, platform, or infrastructure engineering.

THE ROLE

3C Digital Solutions is pursuing a program with a federal agency modernizing its infrastructure through reusable Infrastructure as Code. If awarded, you'll develop and maintain a shared IaC module catalog on Terraform Enterprise that engineering teams across the agency consume. Module and platform engineering, not one-off deployments.

You'll design, version, test, publish, and maintain modules that other teams discover, consume, and trust, and you'll contribute to the standards behind them: module interfaces, input validation, semantic versioning, releases, deprecation, and lifecycle management. Automated testing and policy compliance checks in CI gates. Security, logging, encryption, tagging, least privilege, and auditability built into the patterns rather than bolted on after.

As an early member of a small, high-accountability team, you'll have real ownership and direct influence over engineering standards, automation patterns, technical documentation, and delivery practices. You'll work closely with leadership, technical peers, and customer stakeholders, with far less hierarchy and fewer handoffs than at a large organization.

The technical bar matters, but so does how you work. We're looking for someone who:

- Cares about mission-focused work. We serve government and healthcare customers, and the systems we build matter to the people who depend on them.

- Communicates clearly, in writing and in conversation, and asks rather than assumes when requirements are unclear.
- Has patience, and adapts to different personalities and working styles. You'll work with engineers, operations and security teams, and customer stakeholders who all approach problems differently.
- Works well with people outside their own team, including engineers who consume what you build and stakeholders who don't write code.
- Handles ambiguity without stalling. Requirements shift, priorities move, and answers aren't always available on your timeline.
- Follows through. On a small team, what you commit to is what gets delivered.

NICE TO HAVE

- 8+ years across DevOps, cloud, platform, systems, or infrastructure engineering
- Technical leadership experience: setting standards, mentoring engineers, or leading a workstream
- Experience at a startup or small, fast-moving company
- Sentinel, OPA, Checkov, tfsec, or comparable policy-as-code and scanning tools
- Federal, defense, healthcare, or financial services experience
- NIST, FISMA, FedRAMP, RMF, CIS Benchmarks, or STIGs
- Kubernetes, OpenShift, VMware, Proxmox, or similar
- Ansible, Puppet, Chef, or comparable configuration management
- Active clearance, public trust, or favorable suitability determination
