Responsibilities

 

We're currently seeking a seasoned DevOps Systems Administrator for our Department of Treasury, Financial Crimes Enforcement Network (FinCEN). This role is vital in supporting the FinCEN E-Filing contract, focusing on the orchestration, sustainment, and advancement of the Bank Secrecy Act Electronic Filing (BSA E-Filing) and Beneficial Ownership Information Electronic Filing (BOI E-Filing) systems.

 

Electronic transmission of BSA data was first introduced by FinCEN in 2002 pursuant to Section 362 of the USA PATRIOT Act, which mandates that FinCEN establish a highly secure network to allow financial institutes the ability to electronically transmit BSA data to FinCEN as well as to provide filers with alerts and other information regarding suspicious activities that warrant immediate and enhanced scrutiny. The BOI E-Filing system supports the electronic filing of the Beneficial Ownership Information Report (BOIR) under the Corporate Transparency Act (CTA). The CTA requires certain types of U.S. and foreign entities to report beneficial ownership information to FinCEN..

 

The candidate requires a complete understanding and wide application of technical principles, theories, and concepts. Working under only general direction, provides technical solutions to a wide range of difficult problems. Independently determines and develops approach to solutions.

 

The selected candidate will conduct onboarding in person at FinCEN Headquarters in Vienna, VA. The position is 100% telecommute, however there might be a request for attendance at FinCEN HQ, possibly two or three times a year.

 

What you will do: 

  • Maintains smooth operation of multi-user computer systems, including coordination with network engineers.
  • Other duties may include setting up administrator accounts, maintaining system documentation, tuning system performance, installing system wide software and allocating mass storage space.
  • Interacts with users and evaluates vendor products.
  • Makes recommendations to purchase hardware and software, coordinates installation and provides backup recovery.
  • Develops and monitors policies and standards for allocation related to the use of computing resources.
  • Monitor and manage system resources to maintain efficiency including CPU usage, disk usage, and response times to maintain operating efficiency.
  • Perform security administration tasks, including creating user profiles and managing accounts.
  • Offer Tier 3 support for problem identification, diagnosis, and resolution.
  • Manage operating system configurations, system documentation, performance tuning, software installations, system hardening, and storage allocation.
  • Evaluate vendor products and recommend hardware and software purchases, coordinating installation and ensuring effective backup and recovery strategies.
  • Develop and enforce policies and standards for computing resource allocation.
  • Provide planning, installation, training, support, monitoring, and maintenance of HW (server and workstation builds) and software.
  • Coordinate and inform FinCEN management of risks impacting IT related services
  • Coordinate and plan for upgrades, perform monthly restores to validate user data integrity, replace HW/SW components as needed, and prepare for consolidation and decommission/retiring of HW/SW.
  • Perform back-ups, restores, purges and on-going management of data, systems, software and HW.
  • Monitor and document abnormal performance of server, workstation, and services trends as well as document and maintain site topology configuration and changes. 
  • Deploy remediation of vulnerabilities.
  • Create, maintain, track, and communicate configurations and/or changes of configurations in HW, SW, data, permissions (or security-related information), etc.
  • Develop, maintain, and communicate diagrams, system configurations and technical documentation.
  • Provide and ensure availability, efficiency and effectiveness of systems, SW, HW, and data as well as technical support for testing and evaluation purposes.
  • Support the ISSO to ensure security and internal controls are handled in accordance with policies and procedures.
  • Ensure that all problems/incidents are logged into the Ticket Management System and managed in accordance with the requirements specified by the government. 

Qualifications

  • Bachelors with 8 years of experience, or Master’s and 6 years of experience. Additional years of relevant experience maybe accepted in lieu of the degree.
  • Experience as a systems administrator in a Windows-based environment
  • Unix skills administration with Linux servers
  • Network experience
  • Dev/Ops experience
  • Ability to work in a team environment
  • Ability to anticipate problems and take decisive action
  • Experience maintaining applications built on a PostgreSQL or Oracle database
  • Experience writing scripts to monitor system services, resources, data mine logs, etc.
  • Experience writing SQL and PL/SQL to generate system data reports
  • Experience maintaining systems in cloud environments and on-prem environments
  • Experience working with Amazon Web Services (AWS)
  • Familiarity w/troubleshooting Java and Oracle applications
  • Must be a U.S. citizen
  • Must have an active Secret Government Security Clearance

Preferred Qualifications

 

  • Knowledge of NTFS and share permissions; distribution/security group management.
  • Knowledge and understanding of Cisco switching and routing technologies.
  • Familiarity with Risk Management Framework (RMF).
  • Compression of how to manage application:
    • On-premise
    • Hybrid (on-premise & cloud)
    • Cloud

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
